The #FF0000 is Hex for Red, and it's in red. That also explains the blue part, so it's basically roses are red, violets are blue, just in geek terms ^_^
The bottom part is a well recognised geek term as well. If I remember correctly, it's a cheat from a very old game, and the cheat was kept alive through history, lol.
